Aupe Collective Agreement Auxiliary Nursing
The UNA believes that this does not recognize the changing scale of practices and ignores the reality that the professional health law, which explicitly states that LPNs use in their practice “knowledge, abilities and judgment to assess the needs of patients. Patient and family care and . offer restricted activities authorized by regulation. Physicians bargain collectively with the province for the Alberta Medical Association, but unlike other health care employees, they are not covered by Alberta`s labour relations legislation. Interns are represented by the professional association of established physicians. However, some UNA members expressed concern about the claim in the AUPE press release that the union represents caregivers, leaving the impression that it is the union for all nurses across Alberta. Unfortunately, a previous update on aupe negotiations for MEMBERS of ANC residents also left the impression that nurses employed by Alberta Health Services had not reached an agreement. Indeed, the members of the UNA will vote on February 15 on a provisional agreement offering complete job security for the RN and THE RPN represented by the UNA, as well as an independent external evaluation committee that will be able to deal with nurses` issues related to patient/resident/client care. The UNA recognizes that the argument of many LPN, which should be considered direct care, is justified. Answering this question, however, would be a complex process involving unions, the provincial government and health care providers, including Alberta health services.
To date, employers, AUPE and the Labour Relations Board have claimed that LNPs only provide “attendant care” and not “direct care”. According to the press release, AUPE now represents 150 Auxiliary Nursing Care (ANC) employees at the Calgary facility, a classification that includes licensed nurse practitioners (LPNs) and health care workers (HCAs) under the terminology embedded in collective agreements and certificates from the Alberta Labour Relations Board and used throughout Alberta`s health care system. While The United Nurses of Alberta is pleased that the Alberta Union of Provincial Employees has organized auxiliaries at Wentworth Manor Nursing Home in Calgary, some of the terms used in aupe`s February 5 press release announcing the success of its union openness campaign need to be clarified. While AUPE now represents LPNs in the ANC bargaining unit at most public health facilities and on many private sites in Alberta, UNA is the bargaining representative for members of the Direct Nursing Functional Bargaining Unit, which includes Registered Nurses (RNs) and Registered Psychiatric Nurses (RPNs). . . .
